The overlay, approved by city council on April 29, promotes pedestrian-friendly design, improving the physical appearance of the neighborhood, and preserving Little Tokyo’s historical and cultural identity. Previously, guidelines and standards were overseen by the former City Redevelopment Agency as part of the Little Tokyo Redevelopment Plan. The design overlay effort comes in part as a reaction to the growing development of Little Tokyo, particularly with the future arrival of a light rail station as part of the regional connector.

“These significant public investments could create new development pressures for the neighborhood,” the planning department said in its Little Tokyo Community Design Overlay document.

“However, if carefully guided, these investments represent an opportunity to preserve, improve and strengthen the community.”
